The firm of Sapp & White, P.C. was founded by Susan G. White in July 2002. Previously, Susan was an officer and shareholder with the firm of Sapp, Sapp & White, and P.C. which was initially founded as a solo practice by David R. Sapp in 1985. The focus of that practice was representation of franchised new car and truck dealers, principally in relations with new motor vehicle manufacturers and distributors. Over the ensuing years, the firm's representation broadened to include Asset Purchase Agreements of dealerships, representing dealers in enforcement issues before the Texas Motor Vehicle Board, assisting dealers with licensing matters before the Texas Motor Vehicle Board and the Office of Consumer Credit Commissioner, and assisting dealers with issues that arise regarding day-to-day dealership operations. The firm of Sapp & White continues this representation.

Susan G. White has represented franchised new car dealers, recreational vehicle dealers and independent used car dealers since 1995. Susan's previous experience was in aviation, general products liability and drug product liability insurance defense. Susan continues her insurance defense representation today, mainly in the area of aviation law.

Janet A. Freeman, who has joined the firm as an associate, was in-house counsel with the Texas Department of Family and Protective Services (f/k/a the Texas Department of Protective and Regulatory Services), handling Child Protective Services and Adult Protective Services matters.  Prior to her tenure with the agency, Janet was a solo-practitioner with a general civil practice and also worked in the insurance defense field for six years.  With Janet's addition to the firm, she will resume her insurance defense work and the practice will be expanded to include Guardianship and Small Estate Probate.

David Sapp was with the firm prior to passing away in June 2005. David brought to the firm more than 40 years of legal experience, more than 30 years of which was in the automotive industry. David was General Counsel for the Texas Automobile Dealers Association for 12-1/2 years and was instrumental in drafting much of the Texas Motor Vehicle Commission Code.

Russell Harding is Of Counsel with the firm. Russell served 18 years as Executive Director of the Texas Motor Vehicle Commission, the agency of the State of Texas that licenses and regulates franchised new motor vehicle dealers, independent dealers, manufacturers, converters and distributors. Russell is a nationally recognized authority in the field of dealer/manufacturer relations the goal of the firm is to offer effective legal representation carried out in an ethical, friendly and professional environment, and provide the most favorable result obtainable in the most cost-efficient manner. We use a team approach to case management to achieve this goal, focusing on each client's background, needs and goals.
